I’m doing this in the background rack.
I’ve bound a CC#65 pedal to tap tempo. This works great.
However, I’d like to globally suppress the pedal without having to filter it from ever single route I make with the same device.
Any suggestions would be appreciated.

The only place you can globally suppress is at the Options>Midi Ports>. Select your controller and press Edit, then Midi Filters, then add your suppress filter. I don’t know if the suppression is just for plugins or all Cantabile functions connected to bindings. The only way to find out is to test on your end. Otherwise it is as you feared and you would need to filter each route.

You could also right click on the binding and set the routing mode to Suppress. See here.
Nice try, but indeed a MIDI filter at the input level blocks it from bindings too.
I think there’s a small bug with this.
I had tried the routing modes before posting but because I could see activity lights and my audio quirk(very faint click whilst tapping tempo) was still apparent I presumed I was looking in the wrong place.
It looks like the CC#65 127 is blocked but the corresponding 0 sent when the pedal is released is not. It’s that message that I see with the activity lights.
Is this something you could look into? Or is there a way I could deal with it?
