I have probably missed this in the manual, so sorry if I have, but is it still possibly to select songs using an external device sending bank and patch data over MIDI?

Yes, you can do this with bindings. Try something like this:

There are other assignment targets too depending exactly how you want to control it.

Note you want to put this into the Background (aka Global rack) so that it works across all songs.
