Starting with build 3516 you can now have new states automatically locked. There’s no explicit option for this, but there’s a new setting in the New State dialog:
This setting will be remembered between creating new states so once you turn it on, all subsequent “new state” operations will default to locked too (until you turn if off again)
The same setting is available when editing a state but doesn’t affect the remember option when creating new states.
