What are you trying to move?
If you’re trying to move things into system folders, then you really want this locked down to prevent breaking your system.
If you’re trying to move things around in your personal folder, then sounds like permissions are screwed up.
The permissions were ridiculous, especially when adding new vsts. For several years I set Kontakt plugs in one folder, and Win 10 has no problem with that. I set the plugs the same in 11, and it accepts some, and rejects others. Now I have Kontakt plugs in several different folders that Win11 forced me to use.
I spent several hours dealing with folder permissions. So now, they are scattered, and some folder permissions will not be allowed.
All the years with no problems, and now I think 11 is enjoying my defeat and mental decline. 
Yes, my permissions are screwed up for sure. The time I’ve spent figuring out the demands of 11 have set me months behind my well needed rig improvements.
I am now forced to leave things as they are, because I have not rehearsed nor performed since May 2025. Thank God my Win 10 is running solid.
