FWIW I ended up using Blue Cat Audio Plug’n Script. I was able to build a VST3 in a few hours with a nice GUI that allows me to change input and output midi channels, pitch bend up and down range, vibrato (Genki Ring) range, etc. Great product. The Demo version will allow you to do everything but with periodic droputs. I bought it as soon as I determined that it could do what I needed. It is more or less c++, so familiarity from my day job helped.
